The German federal government and the governments of the states (Länder) gave an important impulse for the demand-oriented and need-based educational and training opportunities in 2010 when they initiated the competition “Advancement Through Education: Open Universities”. The results of the competition, in particular successfully developed proposals, processes and structures, are now projected across Germany so that more educational institutions develop similar processes. By means of an alliance for open universities with different actors from educational politics, universities, social partners and others, as well as close connection between the competition and the federal government's “Digital Agenda 2014-2017", the findings and results of "Open Universities" are meant to be sustainably implemented.

The Institute for Innovation and Technology (iit) conducts the innovation support measures in a broad mix of methods which include various feasibility analyses, regional and area-specific potential analyses as well as the intensive networking of relevant stakeholders from academic education and training.
